Specifications include, but are not limited to: Through this Request for Proposal (RFP) the Department of Vermont Health Access (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide support services for the Sovereign States Drug Consortium (SSDC) and its programs for Medicaid supplemental drug rebates and other Medicaid pharmacy benefit rebates. The SSDC is seeking bids from individuals or organizations that have 3-5 years’ experience providing administrative support to states or federal government with preference given to experience in pharmacy, drug rebates or Medicaid. The SSDC uses a multi-state administered collaboration that creates a purchasing pool to obtain drugs and products for beneficiaries in their Medicaid programs at a lower cost. The pool primarily focuses on negotiating and acquiring rebates supplemental to federal Medicaid rebates from drug manufacturers. At the same time, the SSDC preserves each State’s ability to manage its pharmacy benefit by customizing its own Preferred Drug List and Prior Approval programs.
