Specifications include, but are not limited to: The State seeks applications from repair facilities capable of performing the required emission systems diagnosis and repairs for eligible motorists in a professional and timely manner. For the purposes of this pilot, repair facilities should be licensed state inspection stations. Applications from repair facilities that employ at least one technician that is ASE (Automotive Service Excellence) certified, manufacturer certified, or possesses another certification indicating they meet the industry standard for excellence in automotive emissions repair will be preferred. Qualifications that demonstrate a facility’s ability to perform emission system repairs should include: • working knowledge of the regulatory requirements and technical specifications of OBD II • working knowledge of automotive electrical systems and electronic components • working knowledge of emissions control systems and components • appropriate ASE certifications or equivalent o A1 Engine Repair o A6 Electrical/Electronic Systems o A8 Engine Performance o L1 Advanced Engine Performance Specialist • access to a scan tool that provides both generic OBD II data and up-to-date manufacturer-specific (“enhanced”) data o manufacturer-specific scan tools are ideal but not mandatory • access to electronic test equipment, including a DVOM (digital volt ohm meter) and oscilloscope • access to specialized test equipment for emissions systems and components; examples include: o Smoke machine or other leak detection equipment for evaporative emissions system leaks o Pressure Transducer
