Specifications include, but are not limited to: A. The Vendor shall furnish all labor, materials, equipment, and supervision necessary to accomplish street sweeping of designated roads as requested by the County. B. If multiple cycles are requested by the County; roads shall be swept in the same sequence for each sweeping event. C. One lane mile shall consist of sweeping the lane and/or shoulder in one direction. D. Vendor shall supply and maintain all operable equipment to perform necessary work. E. All fuel, water and labor costs shall be the responsibility of the Vendor and shall be considered part of the bid cost for street sweeping services. F. Shall water be required, a hydrant meter must be requested, approved, and rented through the Harford County Department of Water and Sewer. A deposit will be required, and the meter must be taken to the designated Water and Sewer location to be read quarterly. All deposits, fees and rental charges of commercial meters shall be the responsibility of the Vendor and therefore be considered part of the bid cost for street sweeping services. G. Removal and disposal of debris collected during the sweeping operation shall be the responsibility of the Vendor. The Vendor shall comply with all applicable state and local laws and ordinances related to the hauling, handling, and disposal of such material. H. The speed of street sweepers shall not exceed manufacturer’s recommended speed while in operation. I. Leaves in roadway curb line, up to the top of the curb height level, shall be cleaned up by the street sweepers as part of regular sweeping operations. J. Leaves piled above the height of the curb shall be reported to the County with backup documentation (pictures of addresses and leaf accumulation, noted location, time and date) within 24 hours via email. K. No cleaning operation shall be conducted when there are climatic conditions present or forecast that would make such an operation ineffectual or dangerous, including but not limited to, heavy rains, windstorms, etc.
