Specifications include, but are not limited to:The purpose of this project is to provide outpatient behavioral health treatment including individual psychotherapy, family therapy, and/or group therapy to address a mental health or substance use disorder diagnosis to those who have been convicted of Operating While Intoxicated (OWI). Drivers enter the Intoxicated Driver Program (IDP) post-conviction via the COUNTY-contracted intoxicated driver assessment facility, where a clinical assessment is completed and a Driver Safety Plan (DSP) is created. The DSP summarizes the treatment needs according to the driver’s severity of use and other risk factors, and defines the treatment services the driver must complete in order to successfully discharge from the IDP program. When clinically indicated, a DSP may require the driver to participate in outpatient behavioral health treatment services including individual psychotherapy, group therapy, family therapy, couple’s counseling, and/or case management. DCDHS has historically contracted with multiple IDP outpatient behavioral health treatment providers, and program participants are able to identify their preferred provider. Treatment type, frequency/intensity, and length of treatment are unique to each driver referred. IDP providers must coordinate closely with the intoxicated driver assessment facility to ensure that recommended changes to modality, frequency, and length of treatment are authorized. IDP outpatient behavioral health providers are also responsible for coordinating with the Dane County OWI court coordinator on every driver served.
