Once selected, the consultant will meet with City staff to provide detail to the scope of work and define specific tasks and deliverables to be provided by consultant. The scope of this project is to evaluate policies, zoning standards, and underutilized properties and prepare recommendations to increase affordable housing opportunities. The scope of services shall specifically include, but not be limited to: 1. New or revised policies to the Sparks Comprehensive Plan that will enable the City to achieve a greater amount of affordable housing. 2. Options to adopt “missing middle” zoning standards that address current barriers to “missing middle” housing types present in the Zoning Code. 3. Assessing the availability of zoning districts capable of accommodating “missing middle” housing. 4. Evaluating the adoption of inclusionary housing standards in the Zoning Code. 5. Options to modernize building and site design standards for manufactured homes. 6. Evaluating best practices related to shared utilities for accessory dwelling units. 7. Identifying Zoning Code standards that may discourage the production of affordable housing. 8. Identifying potential incentives for affordable housing projects in the Zoning Code. 9. Evaluating external factors that may be adversely impacting affordable housing in the City. 10. Presenting preliminary findings and opportunities at a joint workshop of the Sparks City Council and Sparks Planning Commission to receive input and initial direction. Presentation of these preliminary findings may be conducted virtually. 11. Presenting the final report and recommendations for direction at a meeting of the Sparks City Council. Presentation of these preliminary findings may be conducted virtually. Services required of the consultants, firms or consultant teams shall be personally provided by the principals of the consultant as identified in the response that shall be specified in the Professional Services Agreement between the consultant or consultant firm and the City. Any reports, information, data, statistics, procedures, studies, or other form of communication or information provided by the consultants, firms or consultants teams shall be the exclusive property of the City of Sparks.
