Specifications include, but are not limited to: The State intends to make a noncompetitive purchase for Family Centered Engagement (FCE), which is a front-end engagement strategy designed to bring together a participatory process that includes parents, extended family, children/youth, service providers, child welfare staff, and juvenile court staff to make critical decisions regarding the safety and well-being of the child/youth to achieve the safest and least restrictive outcomes for children/youth who have been removed from the home, at risk of removal, or involved in both the child welfare and juvenile justice systems. The Intended Source shall: Manage the State’s designed FCE model. Coordinate the incoming referrals for FCE and the meeting preparation process. Facilitate FCE meetings statewide either by in person or online. Maintain a data collection system that includes, but not limited to: Demographics. Meeting information, such as date of meeting, participants, referral agency, Frame number, service referrals, child/youth placement outcome. Participant survey results. Provide, collect, and report on participant surveys. Complete the six months follow up with the child welfare human service zone. Provide ongoing awareness across the state of North Dakota regarding the FCE model. Provide State with monthly FCE data, yearly data on the number of children/youth entering foster care, number of children remaining in the home, number of children removed and placed with relative/kin, and any additional requested data on FCE.
