Specifications include, but are not limited to: These include, in part: • Marketing the program. • Conducting initial pre-screening, intake, and income eligibility determinations of applicants. • Providing information to the County on the addresses of each household requesting assistance in order for the County to conduct an environmental review. Typically, this step would occur once an accepted offer to purchase on a home has occurred. • Not beginning any work on a home until the County issues a notice to proceed for that home. • Assuring prospective homebuyers complete an approved homebuyer education course. • Conducting required underwriting. Documenting the size and combined income of each household receiving assistance, including collecting income documentation. • Documenting the eligibility of the property receiving assistance. • The County will also arrange for an on-site Housing Quality Standards (HQS) or NSPIRE inspection to be conducted by the County’s representative. All offers to purchase will be contingent on the property passing the environmental review and HQS or NSPIRE inspection.
