The County seeks to improve the quality of life of the people of Carroll County by providing access to an integrated network of comprehensive, effective, and efficient behavioral health services that foster self- sufficiency, dignity, and respect. To that end, Carroll County is focused on promoting and achieving a quality-driven, culturally responsive, trauma-informed, and recovery-oriented system of care for its citizens. The County and Carroll County Health Department therefore has concentrated its efforts on greater system capacity through improved care coordination and strengthened community-based supports for persons in treatment while promoting age, gender, sexual orientation, and culturally responsive services.
