Specifications include, but are not limited to: Intergovernmental Research and Relations: Research, develop, and execute a comprehensive strategy leading up to and throughout the 2025 Legislative session in collaboration with the Superintendent, or their designee(s), which aligns with the Board of School Trustees platform and goals. Under the direction of the Superintendent, or their designee(s), advocate the interests of the District, provide intergovernmental representation, and coordinate government relations for the District, including with legislative, state government entities, and local governments; Attend legislative meetings and hearings to represent the District and testify on behalf of the District as requested at the state and local level; Research and report on legislative, regulatory, and state grant initiatives and other local government issues; Track and provide a weekly list of bills and ordinances that may impact the District with reports on their status and any relevant notes and/or action items; Track and provide regular updates to the Superintendent, or their designee(s), of anticipated or planned changes in state statutes, regulations, legislation, or ordinances potentially impacting the District. In-District Communications: Report to the Superintendent, or their designee(s), and coordinate with the Communications Unit to align legislative efforts and messaging; Obtain feedback, data, information, and direction from District departments regarding bills and/or bill draft language; Coordinate with the District’s Office of General Counsel on legislative and ordinance language, as necessary; Provide perspective and analysis to District staff in the substantive law and policy areas impacting the District, including, but not limited to, the areas of education-related law issues, employment law issues, financial issues, taxation, education funding, and other related issues as they present themselves. Under the direction of the Superintendent, or their designee(s), prepare updates for the Board of School Trustees on a regular basis; Submit quarterly reports to the Superintendent, or their designee(s), on efforts to date, accomplishments, issues, and planned work. Strategic Outreach: In alignment with the legislative strategy, create and foster partnerships with outside individuals and organizations who are aligned with District priorities; Develop and lead robust coalitions comprising local businesses, community organizations, and key stakeholders, dedicated to advocating for policies pertinent to the District; demonstrate expertise in strategic coalition management, ensuring effective collaboration, communication, and sustained advocacy efforts tailored to the District's unique legislative and socio-political landscape. Attend regular meetings of associations and special conferences related to state and local government upon request; Provide strategic, preemptive and responsive communication and dialogue with external stakeholders as directed. Develop an ongoing outreach program to engage state and local policymakers in education and advocacy around the various departments within the District and assist in scheduling of participants in these programs. 6.4 Supplier Staffing: The staff members whose resumes are presented by the Respondent for the District’s consideration shall be the individuals that will manage and conduct the work. These individuals shall not be replaced without the prior written consent of the District. The District reserves the right to reject any such request if, in its professional judgment, the work effort may be compromised. 6.5 Demonstration of Qualifications and Abilities: Respondents shall provide all information requested in this section.
