Specifications include, but are not limited to: 3.1. The awarded vendor will provide a combination of legal and data analysis necessary for the annual development, review, and revision of the Nevada’s special education SPP and APR. The vendor must possess in-depth expertise in special education law as contained in the federal IDEA (and implementing federal regulations), as well as in NRS and Chapter 388 of the NAC. 3.1.1. In addition, the vendor must have experience at the state level in collecting, analyzing, and reporting performance data, analyzing trends over time, and understanding ways in which changes in definitions and measurements have led to less than compatible data from year to year. 3.1.2. The vendor must understand how the NDE has accomplished its general supervision responsibilities (dispute resolution systems, fiscal management, etc.) over time, and how systems have been developed in the past, and how systems can be revised in the future to ensure that the collection and analysis procedures at the local school district level, and must also understand how local school districts develop (and revise) policies, procedures, and practices for ensuring compliance with special education requirements. 3.1.3. To meet the requirements of implementation of Nevada’s General Supervision System, the selected vendor will need to complete the following functions: 3.2. SPP/APR: 3.2.1. Provide written procedures and documented guidance on the process for completing the annual SPP/APR. 3.2.2. Analyze each of the 18 Federal Performance Indicators against the measurements and definitions prescribed by OSEP to determine whether changes must be made to data collection and analysis strategies. 3.2.3. In consultation with NDE, devise strategies to revise applicable data components and support NDE in providing training to local school districts. 3.2.4. Reanalyze previously reported data to account for changes to measurements or definitions and clarify trend data. 3.2.5. Determine legal requirements for each of the 18 Federal Performance Indicators. 3.2.6. Prepare annual revision to the SPP and APR.
