The successful bidder shall ensure: A. All children and families have a service coordinator who coordinates the delivery of all services across agency lines and serves as the single point of contact in helping a family obtain the services the child and family need as described in the IFSP. B. All core services are available to all families who have a child who is eligible or may be eligible for the Birth to Three program within their catchment area. This includes identification and referral; screening; evaluation; assessment; development of the IFSP; and service coordination for every eligible child and family. Provider must have procedural safeguards that ensure the protection of parent and child rights. C. Seventeen federally mandated early intervention services as delineated in Section 303.13 (b) of the IDEA act as delineated in this link https://sites.ed.gov/idea/regs/c/a/303.13 are available to children when deemed necessary. These include assistive technology services and devices, audiology services, family educational and counseling services, health care services, medical services, nursing services, nutrition services, occupational therapy services, physical therapy, psychological services, service coordination services, sign and cued language services, social work services, special instruction, speech and language pathology services, transportation and related costs of travel, and vision services. D. With parent consent, provider will bill a third-party health insurance provider for evaluation, assessment and therapy activities. The service coordinator shall ensure that the parent, prior to giving consent, is informed and understands that because of third party billing the parent may incur financial loss, including but not limited to a decrease in benefits or increase in premiums or discontinuation of the policy. Will not bill third party health insurance without parental consent. E. The provision or arrangement of other early intervention services. The bidder shall determine the parental cost share of early intervention services costs not met by third party payers in accordance with Wisconsin statute DHS 90.06 (2)(i) as found in this link: https://docs.legis.wisconsin.gov/code/admin_code/dhs/030/90/06/2/i F. Program adapts to changing state statutes, regulations and practices regarding Birth to Three, Early Intervention Services as needed.
