Specifications include, but are not limited to: Background and Purpose Delaware’s Medical Marijuana Program has served qualifying patients, assuring access to safe and reliable products. The current program BioTrackTHC provides compliance oversight, processes, guidelines, and support to registered participants involved in the cultivation, processing and selling of medical marijuana and products containing it. After the passage of adult use recreational marijuana, and the stand-up of the Office of the Marijuana Commissioner (OMC), both medical and the adult use recreational marijuana programs will rely on the seed to sale system. All current data and information from the traceability system must be exported from BioTrackTHC, converted, and imported into the chosen application. The selected bidder will provide a Commercial Off the Shelf System (COTS) hosted Software as a Service (SaaS) application that provides the identification and tracking of medical and adult-use marijuana in all its forms. This statewide monitoring system is for the express purposes of tracking medical and adult-use marijuana production, transfer, sale and inventory, purchaser verification, laboratory testing, collecting, reviewing, and analyzing all data needed to effectively manage marijuana policy. It will provide the necessary accountability and controls required to protect the health and well-being of the population of the State. The Scope of Work for this RFP includes: 1.
