Specifications include, but are not limited to: The Vendor shall provide hazardous pharmaceutical waste disposal services for the State, which includes, but is not limited to: • Transferring and disposing both hazardous and non-Resource Conservation and Recovery Act (RCRA) pharmaceutical waste, which includes but is not limited to: • Physically going to all unit medication rooms (up to 15 minimum) to pick up pharmaceutical waste once (1) a month, Monday through Friday between the hours of 8:00 am – 3:00 pm. • Provide agency approved replacement containers prior to the removal of any hazardous waste containers, which shall be: • Disposable and reusable containers • Color-coded and labeled per requisite regulatory compliance for user-friendly disposal procedures and processes. • Providing waste profiles, supplies, and safety data sheets. • Pharmaceutical Waste Compliance Staff Training and Education, which includes, but is not limited to: Experts who shall provide extensive training throughout all locations as required by the EPA (40 CFR § 265.16), the DOT (49 § 172.702 and § 172.704), and the NH Department of Environmental Services (NHDES) Hazardous Waste Rules (Env-HW 100-1200) to ensure adherence to pharmaceutical waste disposal compliance regulations. The Vendor shall: • Provide training that focusses on: 1. Correct collection of pharmaceutical waste. 2. Reduction of the overall waste volume. 3. Reduction of total expenditures. • Build a custom training titled, ‘The Pathway to Sustainability, Compliance, Cost Effective, Safe and Simple (SuCCeSS),’ which shall include, but not be limited to: 1. Gathering a history of attempts-to-date by the State to comply with federal and state laws. 2. Opening a robust dialogue between the State’s staff and Vendor experts regarding training needs. 3. Developing a program that is highly customized, easy to understand, and will stand the test of time. • Customized learning modules that include unit-to-unit training for all departments on all shifts that produce pharmaceutical waste at the State, including but not limited to: 1. Pharmacy Staff Training and Environmental Services Training delivered in 20-to-30-minute sessions sufficient to ensure attendance by all staff on all shifts. Training shall include, but not be limited to: o Classroom education. o Super user education. o Online education. o WebEx education. o Educational signage and labeling. o Use of existing technology. o Private education (also available in off-hours)...
