Specifications include, but are not limited to: The purpose of this RFP is to select contractor(s) to assist with management of the City’s Brownfields program byproviding environmental professional services including performing site assessments, remedial oversight, andpossibly RLF assistance (if established) at brownfields and hazardous substance sites throughout the City of SouthPortland. Brownfields site selection will be conducted by the City of South Portland with assistance of the QEP.For the purpose of this RFP, the term site assessment includes the performance of Phase I & II Environmental SiteAssessments and Cleanup Planning (Feasibility Studies). Other activities that may be required of the selectedfirms include: oversight of remedial activities, wetland permitting, risk assessment, writing “success stories”,development of marketing brochures related to Brownfields, assistance with Brownfields RLF activities and othertasks as assigned. Contractors must be capable of performing the following 5 tasks under this program (includesboth Assessment and RLF Brownfields Programs):TASK 1 – Cooperative Agreement Oversight1.QEP will prepare Minority Business Enterprise (MBE)/Women’s Business Enterprise (WBE) form semi-annually in collaboration with City staff,2.Prepare Federal Financial Report (FFR) form at end of reporting period in collaboration with City staff,3.Assist City with entering site data in Assessment, Cleanup and Redevelopment Exchange System (ACRES),4.Assist City with preparing Quarterly Reports via ACRES,5.Assist City with preparing final report and grant closeout material, and6.Maintain accurate and complete project files for each site
