The City of Milwaukee has issued this Request for Proposals (RFP) with the intent to award a three (3) year contract with two (2) options to extend for one (1) additional year to a qualified vendor to perform job analyses and develop and administer job relevant, fair, valid, and legally defensible selection processes for the Milwaukee Police Department (MPD) entry-level positions of Police Aide and Police Officer, and the promotional positions of Detective, Sergeant, and Lieutenant in accordance with Fire and Police Commission (FPC) Rules, applicable labor agreements, and the Collins Settlement Agreement. The FPC is committed to increasing diversity within the Police Department ranks. The contract amount shall include but is not limited to job analysis costs; exam development costs; preparation guides; test booklets, scoring and challenges to the written examination; structured oral interview, assessment center, administration, scoring and feedback of the assessment center; rater instruction and training; and travel expenses of the exam consultants. Proposers should submit proposals based on their costs to administer the exams as set forth in the current selection process. Proposers may also submit proposals outlining an alternative selection process and its cost that they feel may be more efficient, relevant, defensible, cost-effective, etc.
