Specifications include, but are not limited to: 1. Site Investigation and Identification: Analyze accident and safety reports from the past 5-10 years, including the existing 2023 Safety Action Plan and included data, to determine locations that are inherently dangerous to pedestrians, bicycles or electric scooters. 2. Prioritization: Rank the identified locations identified in Task 1 including criteria for the ranking using data-driven methodology. 3. Alternatives: Provide alternatives to alleviate or reduce the concern or identified safety issue. 4. Cost Estimates: Provide cost estimates for implementation of the strategic safety improvements identified with no more than 10% Contingency. Estimates shall include items such as Field investigations, Design, Construction, management, Outreach and any other associated cost for implementation of the Improvement. 5. Implementation Strategy: Develop a strategy that identifies potential additional funding sources, partners or other methods for implementation of the Alternatives. 6. Coordination and Community Input: Throughout the process, continuously communicate with City staff and engage stakeholders, local committee members and elected Official and the Public. This may include working with WisDOT, WDNR, Washington County or others.
