• The energy auditor will perform an ENERGY STAR® Energy Audit following Building Performance Institute (BPI)-1100/1200 including Blower Door Testing of the home to test the home’s air tightness and Ambient CO Testing to test the air in the home for Carbon monoxide levels. The Blower Door Test may be skipped when it could cause safety issues, such as when friable asbestos is present. • The energy auditor will use BPI-2400-compliant software to provide an energy model that meets Home Energy Rebates requirements. • The energy auditor will conduct assessments on only one-two (1–2) unit buildings in zip codes 53204, 53206, 53207, 53208, 53209, 53210, 53215, and 53216. • The energy auditor will enter twelve (12) months of past customer energy data to complete the full energy assessment. If twelve (12) months of data is not available, auditors should contact the Environmental Collaboration Office’s program administrator. • The energy audit must include all portions of the building (i.e. attics, basements, crawl spaces, attached enclosed porches, etc.). • The energy auditor will further perform a “Healthy Homes Checklist” provided by the City of Milwaukee at the time of the assessment to minimize health and safety hazards in the home. As part of the checklist, the energy auditor will note major and obvious home structural issues. The auditor must provide photo documentation of the home’s roof, electrical panel, foundation, and other major structural areas as part of the assessment. An example is included in Exhibit A. • The energy auditor is required to return final energy assessments to customers within ten (10) days of the home visit. The auditor will provide an in-person or virtual review of the audit report with the customer to explain findings. Future program design may include sharing audit results with Resilience Ambassadors. • Post-inspection may be required if and/or when Focus on Energy requires it.
