The New York City Department of Transportation (NYC DOT) will select an operator (the “Operator”) to furnish, install, and manage a network of publicly available secure bicycle parking structures in a Secure Bike Parking System (the “System”) in New York City, as set forth in this Solicitation. The System will provide a 24-hour secure bike parking to support safer and more comfortable cycling by dramatically expanding bike parking options as recommended in the 2021 NYC Streets Plan and 2023 PlaNYC: Getting Sustainability Done. The System will encourage mode shift, improve convenience for bike ownership and use, including e-bikes, cargo, adaptive and other over-sized bikes, by providing more New Yorkers secure, weather-protected, long-term bike storage near home. It will facilitate bike to transit connections with short-term, secure parking at transit hubs and ensure pricing options and locations are inclusive and meet the needs of underserved communities. The System will include design options accommodate users of hand-cycles, tricycles and other accessible cycles and will protect user’s privacy and financial transactions. NYC DOT will determine account and user fee tiers and prices, which is anticipated to include equity pricing, or “fair fares”.
