Valley Water requires experienced, and qualified firms to provide Small and Disadvantaged Business Services to assist Valley Water in developing and establishing outreach and support services to increase contracting opportunities for certified businesses. A. Develop a methodology to establish an agency-wide SBE and DBE contracting goal. The methodology should be consistent with the best practice approaches of other special districts in California utilize to set similar SBE and DBE contracting goals. B. Develop an outreach program to increase SBE and DBE awareness and participation in contracting activities for Valley Water projects. C. Plan, promote, and manage outreach events to increase SBE and DBE participation in contracting activities for Valley Water projects. D. Develop a process and assist in providing technical assistance to help the small and disadvantaged business community eliminate upfront barriers faced by SBE and DBE firms. E. Develop a methodology, protocol, and procedure for separating portions of construction project work and designating those portions to be completed only by SBE or DBE firms. F. Design and conduct a disparity study to identify any statistical anomalies in the solicitation and award of Valley Water contracts to DBEs that may provide a compelling interest in support of the creation of contracting programs that specifically target DBEs.
