Specifications include, but are not limited to: A. Prepare financial statements for the Delaware Department of Transportation (DelDOT) in accordance with Generally Accepted Accounting Principles (GAAP) as promulgated by the American Institute of Certified Public Accountants (AICPA). The compilations must be conducted in accordance with Generally Accepted Auditing Standards (GAAS) and the standards set forth for financial statements in the U.S. General Accounting Office’s (GOA) Government Auditing Standards and the provisions of the Federal Single Audit Act Amendments of 1996, U.S. Office of Management and Budget (OMB) Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations. B. Compile and prepare single year financial statements for the Delaware Department of Transportation (DelDOT) that comprises a statement of net position as of June 30, 20XX, and the related statements of revenues, expenses, and changes in net position and cash flows, that includes all required supplementary information for Governmental Accounting Standards Board (GASB) 87, 94, and 96 implementations. Engagement also includes providing technical assistance to DelDOT’s audit firm as necessary, including providing all supporting workpapers for financial statement and assisting with any questions. C. Perform the following compilations and accounting services with respect to the following supplementary information: • Capital Asset activities • Calculation of Bond Amortization and update related schedules • Calculation of pooled assets and investments • Calculation of Investment activity • Reconciliation of interagency transfers and development of eliminating entries • Roll-forward and adjusting entries related to GASB 68 pensions and GASB 75 Other PostEmployment Benefits (OPEB) • Review agreements, perform calculations, and properly present and disclose statements and footnotes relating to Lease, Subscription Based Information IT Agreements (SBITA), and Service Contract Agreements (SCA) • Review schedules and create Trial Balance.
