Specifications include, but are not limited to: • Survey. Conduct a topographic survey of the park and proposed expansion areas. • Agency Coordination. Coordinate with appropriate agencies and utilities and apply for applicable permits. Agencies may include WDNR, US Army Corps of Engineers, Brown County Highway Department, WisDOT, Village of Bellevue, and utility companies. • Plan Preparation. Develop the Master Plan with the Village, Parks Commission, and Village Board. • Quantity Calculation. Provide quantity calculations and construction cost estimates. Construction cost estimates shall be provided for each of the proposed portions of the project. • Meetings. Attend a minimum of one (1) public/stakeholders meeting, two (2) Park Commission meetings and two (2) Village Board meetings. Scoping meeting shall be conducted to discuss project concepts, schedules, roles and responsibilities with village staff. Planning meetings shall then be held to discuss layouts, the Master Plan, proposed stages and estimated quantities and costs. A final proposed Master Plan shall be completed at the Village Park Commission and then Village Board for final approval. • Bidding Services. Prepare one complete bid package and advertisement for bids for 2025 Park Construction. Distribute, or arrange for distribution through a bidding service, the plans and specifications to prospective bidders. Be available to answer contractor’s questions and prepare any addenda that may be required. Attend bid opening, review bids and make a recommendation of award. Prepare contract documents. • Construction Services. Conduct preconstruction conference. Provide construction staking. Provide construction administration to include shop drawing review, construction oversight, ensure proper materials are used, prepare any change orders, conduct final walkthrough, and recommend approval of pay requests.
