5.1. In order to comprehensively analyze design options within an already built-out right-of-way, thorough preliminary engineering is critical. A right-of-way survey, a topographical survey, utility locates, and traffic studies must be conducted prior to design development. The selected vendor will be required to present these findings to the rest of the City Project Team to establish the design scope. 5.2. The project design must address the following: • Vehicular traffic calming • Storm water management • Long-term lighting solutions (including new lighting) • Intersection improvements Design must comply with all DPW design and storm water standards. Due to the increased residential development and subsequent flow of traffic in the neighborhood, special consideration must be given to the management of vehicular traffic through these corridors. For this reason, DMD envisions a single design package with a three-phase approach to construction. Those phases are as follows: The selected vendor will be required to provide a report for all preliminary engineering work, plan submittals at 30%, 60%, 90%, and 100% completion, with projected construction costs at each interval. The vendor will also be required to prepare technical specifications and to coordinate with DMD and DPW to compose necessary bid documents.
