Specifications include, but are not limited to: 1. Complete a review of relevant applicable federal law and FERC tariffs impacting specific Kentucky utilities; 2. Assist PSC staff in formulating an understanding of the impact that relevant Federal rules and regulations, as well as wholesale tariffs, have on Kentucky retail consumers; 3. Provide the PSC an analysis of avenues for legal recourse for any unjust or unreasonable application of FERC rules, regulations or statues, or any currently approved wholesale tariffs, including, but not limited to FERC precedent, the likelihood of success, and the distribution of likely outcomes; 4. Lead and assist the PSC staff in drafting, filing, and litigating complaints before the FERC. This may include work varying from formulating the basis of complaints to drafting response pleadings and filing notices of appeal; 5. Attend meetings with PSC Commissioners, PSC Commission staff, and other relevant stakeholders, before or after the filing of pleadings with FERC; 6. Assist the PSC during any related FERC proceedings, including settlement discussions; 7. Perform any other related legal assistance necessary to sustain the underlying complaints; 8. Perform only initial docketing and notice of any related appeals in federal court; 9. Render legal opinions related to relevant contemplated proceedings
