Specifications include, but are not limited to: b. Helmets i. Helmets shall be given to the Vendor/Contractor intact; ii. The pricing for helmet reconditioning of any brand shall include the following: 1. NOCASE surcharge per helmet and a numbering system for identification purposes; 2. Disassemble and inspect helmets; 3. Clean and sanitize all used parts of each helmet; 4. Remove decals, tape, and adhesive residue; 5. Sandblast for proper finishing; 6. Repaint the helmet the original color. The vendor is required to confirm exact helmet and facemask color for each school with school athletic director; 7. Wax and buff; 8. Remove and replace all snap studs and hardware; 9. Replace all worn out and/or damaged liners; 10.Replace jaw pads and other cushioning shock absorbing substances; 11.Replace chin strap; 12.Affix warning labels to the back outer side of shell; and 13.Recertify each NOCSAE approved helmet. iii. Additional painting of helmets can be requested per school; such as high gloss paint with metal flakes, painted logos, etc. iv. Re-application of removed decals. v. All face protectors shall be removed, inspected, and tested. vi. In accordance with the National Federation rules, "No metal shall show". vii. Any other repair or part replacement which can be reasonably constructed as a normal procedure associated with helmet reconditioning, must also be included in the flat rate. This includes repair or replacement of worn or defective parts, and replacement of missing parts, including but limited to chin straps, liners, and jaw pads. viii. All helmets will be inspected upon return to the schools. Any helmet showing sign of cracking or crazing that was not on the helmet at the time it was picked up will be returned to the Vendor/Contractor. The Vendor/ Contractor shall be responsible for replacement of the helmet. ix. The parts that are no longer usable are taken out of the helmet and shall be replaced with new original manufacturer parts. All parts replaced shall be returned to the requesting school at the time the helmet(s) are returned. c. Face Protectors i. The pricing for face protectors of any brand and model shall include the following: 1. Remove, inspect, and test; 2. No metal should show per the National Federation rule; 3. All existing face protectors deemed to be useable, shall be reinstalled, unless new ones have been requested. The old face protectors shall be returned to the requesting school; 4. Face protectors shall be made of high strength carbon steel coat with a thermoplastic resin available in white, black, or match the school colors, at no additional charge; 5. Installation of new faceguards, if needed or requested; 6. If new cages are requested, prior arrangements shall be made as to color, type, regular, or special; and 7. All face protectors shall be returned NOCSAE approved, no exception. d. Shoulder Pads i. The pricing for shoulder pad reconditioning of any brand and/or model shall include the following: 1. Carefully inspect; 2. Clean and sanitize; 3. Re-block; 4. Inspect; 5. Waterproof; 6. Refinish; 7. Re-stitch body arch; 8. Complete rebinding of body arch; 9. Replace flap bindings; 10.Replace defective and/or rusted rivets and re-riveting cantilever spring (where rust exists) with new hardware; 11.Recover Bodies; 12.Install new rubber bodies; 13.Install new elastic; 14.Install new flaps; 15.Install new caps; 16.Install cap covers and/or cap bodies; 17.Install new lace; 18.Install newt-clips; 19.Install new fastener where rust exists; 20.For Air Management style pads, repairs shall be made per factory directions; 21.Padding must have iron on patches, not sewn on patches; and 22.Pads shall not be immersed in water during the washing process.
