Specifications include, but are not limited to: 1. The City seeks to develop a plan and funding strategy for replacement of its WWTP in preparation for submittal of the Letter of Interest to the Idaho Department of Environmental Quality for consideration for Clean Water State Revolving Funding (SRF) by January of 2025 and other funding opportunities. 2. The goals for the new WWTP are as follows: ï Provide reliable and efficient wastewater treatment to the City of Sandpoint area at the existing site; ï Provide reasonable and adaptable future treatment capacity; ï Ensure proactive regulatory compliance and demonstrate exceptional leadership in water quality; ï Optimize financial management and consider lifecycle costs while adhering to state and federal funding and procurement regulations; ï Achieve a facility that would be a better neighbor to the existing and future residents and overall community with reduced odors, a more visually appealing design, and better public use of the waterfront location; ï Prioritize the earliest date of operations that is consistent with reliable, high quality, and cost-effective design and construction; ï Achieve long-term reliable and efficient operations/maintenance with design input from Operators and considerations to equipment availability; Maintain uninterrupted service and full permit compliance throughout the design and construction phases. 3. The Proposer is to prepare a PER in accordance with IDAPA to evaluate feasibility to replace the WWTP to provide facility growth and resilience for the next 20 years. The report will include: ï Review regulatory requirements. ï Select a treatment process and provide preliminary sizing for new infrastructure. Address issues with TSS, BOD, and e-coli during peak flows from inflow/infiltration. ï Summarize and outline design criteria for proposed facilities. ï Develop probable design and construction schedules. ï Prepare an Engineerís Opinion of Probable Construction Cost for probable design and construction phases, including inflationary adjustments. ï Public involvement.
