Specifications include, but are not limited to: 1. Review of the following documents: a) Current Development Impact Fee Study; b) Current Impact Fees; and c) Any other relevant City documents. 2. Meetings: Consultant shall attend the minimum following meetings, in person or virtually. Should the consultant identify a meeting they feel is necessary to achieve the results and is in addition to the meetings identified below, they shall describe those meetings in the proposal. a) Kick-Off meeting with Consultant and City staff; b) Introductory meeting with City Council; c) Meeting to review methodology and findings with City staff; d) Meeting with City staff to review draft report; and e) City Council meeting to present Study report. 3. Development Impact Fee Study Report deliverables. Prepare draft and final reports to submit to the City containing background information, methodology, findings, and recommendations. Specifically, Consultant shall prepare a report containing, but not limited to, the following: a) Background information; b) Description of overall methodology; c) Supporting justification; d) Legally supported levels for Development Impact Fees; e) Analysis and calculations that provide each legal nexus between the recommended fee and the impact created by the new development; f) The relationship between the fee’s use and the type of project on which it would be imposed; g) The need for any additional facilities and the type of project on which the fee would be imposed. The amount of the fee and the cost of the facility (or portion of the facility) attributable to new development; h) Identify the purpose of the proposed new fee i) Identify how the fee would be used; j) The final report summarizing key results and findings and explain the methodology used; and k) Any additional information City should be aware of. If additional tasks are recommended by Consultant, the Consultant must identify within the proposal.
