Specifications include, but are not limited to: New Castle County is seeking priced proposals for professional services to produce a Wastewater Capacity Study for New Castle County. The proposed project is to complete an assessment and planning study of the County’s current capacity status model. The purpose of this project is to evaluate the model to: • Ensure the quality and accuracy of information captured for the model for the purpose of identifying when sanitary sewer infrastructure, pump stations, and treatment plants are approaching operational thresholds or limitations. • Provide certainty in committing sanitary service for new customers, including planned development and septic eliminations, while maintaining adequate capacity to serve existing customers. • Maximize the time window to plan for necessary capital improvements to the County’s collection, transmission and treatment systems to accommodate planned growth, including the long-term planning of financing for those improvements; • Identify successful modeling strategies implemented in similar governing agencies responsible for planning and regulating sanitary sewer capacity as well as. • Identify new and innovative technologies or platforms that are being utilized to successfully manage sanitary sewer capacity.
