Specifications include, but are not limited to: Through community visioning and an inclusive planning process to include City staff and officials, stakeholder groups, and citizens, the consultant will develop a Heritage and Historic Preservation Plan that aligns with the City’s Identify and assess Hot Springs’ historic and cultural resources (including buildings, structures, objects, monuments, areas, landscapes, burial grounds, and sites) including whether additional Historic Resource Surveys are needed, best practices and preservation strategies, and general state of condition. Identify challenges and opportunities pertinent to the preservation of Hot Springs’s historic and cultural resources, including an assessment of existing preservation mechanisms. Create a Heritage and Historic Preservation Plan, which includes an Implementation Plan, and Executive Summary. The plan should outline heritage and historic preservation goals and priorities reflecting the diverse ethnic, social, racial, and cultural groups who have played a role in the history of Hot Springs. Develop an effective plan for gathering public input, preferably early in the process. Provide a summary report of input from public forum and comments on a Draft Plan that is incorporated into the Final Plan. The organization of the Plan is anticipated to include the following chapters and sections.
