Specifications include, but are not limited to: The City of Lincoln, hereinafter called Owner, is requesting proposals for Vision Zero Action Plan. The mission of the Lincoln Transportation and Utilities (LTU), Traffic Engineering division is to provide the safe and efficient movement of all modes of traffic in the City of Lincoln. Safe Streets Lincoln – A Vision Zero Program directly aligns with that mission as it refuses to accept that fatalities and serious injuries are inevitable consequences of mobility on Lincoln streets. To realize the Vision Zero Program, a change in thinking will need to occur where the City reframes road safety from a series of individual based choices to a systemic safe systems approach.
