The purpose of this RFI is to solicit information on replacing StarTran’s aging fare collection/sales system with a modern, state-of-the-art Fare Collection System (FCS) for both fixed route and paratransit services. StarTran is a Division of Lincoln Transportation & Utilities, which operates as a Department within the City of Lincoln. StarTran provides fixed-route, paratransit, and on-demand service within the 101 square mile city limits. Lincoln had a population of 258,379 as of the 2010 Census and has since grown to a population of 292,657 as of the 2020 Census. Lincoln is the state capital and home to the University of Nebraska – Lincoln. StarTran operates a fleet of 67 buses and 30 vans on 18 fixed routes, operating on weekdays from 6am to 10pm, and Saturdays from 6am to 7pm. StarTran totaled 2,020,189 fixed-route and 91,931 paratransit trips in FY2023. Current fleet: StarTran’s current fleet consists of 67 fixed route buses (16 Gillig, 2 Hometown Trolleys, and 49 New Flyer), as well as 30 vans (8 Chevrolet Express 4500, 2 Ford E450, 20 Low Floor Ram Promaster). Current fare collection systems: StarTran’s fixed route buses currently use Genfare Odyssey fare boxes. StarTran’s paratransit vans do not currently use a fare collection system and rely on operators manually collecting cash and checking passes. Mobile ticketing is currently provided by Token Transit. Physical passes are sold at StarTran’s main office along with a variety of outlets around Lincoln. A complete list of current outlets is available here: Bus Passes and Fares – City of Lincoln, NE.
