The purpose of this RFI is to solicit information on replacing StarTran’s aging fare collection/sales system with a modern, state-of-the-art Fare Collection System (FCS) for both fixed route and paratransit services. StarTran is a Division of Lincoln Transportation & Utilities, which operates as a Department within the City of Lincoln. StarTran provides fixed-route, paratransit, and on-demand service within the 101 square mile city limits. Lincoln had a population of 258,379 as of the 2010 Census and has since grown to a population of 292,657 as of the 2020 Census. Lincoln is the state capital and home to the University of Nebraska – Lincoln. StarTran operates a fleet of 67 buses and 30 vans on 18 fixed routes, operating on weekdays from 6am to 10pm, and Saturdays from 6am to 7pm. StarTran totaled 2,020,189 fixed-route and 91,931 paratransit trips in FY2023. Current fleet: StarTran’s current fleet consists of 67 fixed route buses (16 Gillig, 2 Hometown Trolleys, and 49 New Flyer), as well as 30 vans (8 Chevrolet Express 4500, 2 Ford E450, 20 Low Floor Ram Promaster). Current fare collection systems: StarTran’s fixed route buses currently use Genfare Odyssey fare boxes. StarTran’s paratransit vans do not currently use a fare collection system and rely on operators manually collecting cash and checking passes. Mobile ticketing is currently provided by Token Transit.
