The contractor is expected to assist the Division of Insurance to complete a study on the noncompliant ACA health benefit coverage available in South Dakota. Non-ACA compliant benefit coverage options include but is not limited to: short-term limited duration plans, short-term major medical, farm bureau benefit plans, health care sharing opportunities, association health plans, MEWAs, captives, and self-insured. This will not include transition or non-grandfathered plans. The contractor shall work with the Division of Insurance to: i. Identify non-ACA compliant health care coverage/benefit plan options available in South Dakota; ii. Analyze usage of non-ACA compliant coverage options including participant totals, demographics, participation costs, and coverage cost sharing/benefit structure. iii. Analyze the impact on the individual, small group, and large group fully insured market.
