The City anticipates that the Housing Hub may assist approximately 300 people daily with day center services, emergency housing, and permanent housing navigation services. The City’s vision for the management and operating structure is depicted in the diagram below. The City anticipates that each operator will hire and manage its own staff and secure all funding necessary to perform all duties and services described in their proposal. The City will contribute a to-be-determined sum each year to the operation of the building. A to-be-determined entity (the “Ownership Entity”) will own and operate the building long term. Other organizations and entities are needed to manage the programmatic aspects of the emergency shelter and day center components and to provide services needed to keep the building operational. The City, is seeking partners to manage these key portions of the Housing Hub program operations and/or provide direct services for building operations as a low-barrier shelter. The City invites qualified firms and organizations to submit requested information for one or more of the following programs and services: • Single and family day centers (including oversight of the Housing Navigation Center) o Program operations including ▪ Housing navigation ▪ Mail service ▪ Hygiene and laundry services ▪ Employment lab ▪ Homelessness Diversion ▪ Case management ▪ Healthcare navigation • 150 Emergency shelter beds for singles and families o 24-hour shelter operations ▪ 50 single occupancy pods ▪ 10 double occupancy pods ▪ 20 family pods – four-person occupancy o Program operations ▪ Case management and conflict resolution ▪ Programming and activities ▪ First aid and medication delivery ▪ Hygiene and laundry assistance • Kitchen/Cafeteria operation and management o 3 meals per day o 150 residents served o Staggered meal service based on population • Building Operation Services o Cleaning/janitorial /house keeping/laundry o Building Maintenance o Grounds Keeping • Security o Unarmed staff for the entire building o Metal detectors at entrances o Security camera operations
