The Town of Boscawen has received a Brownfields Cleanup Grant from the U.S. Environmental Protection Agency (EPA) and intends to hire a qualified firm or team of firms, hereinafter referred to as “Qualified Environmental Professional (QEP),” to conduct environmental services for the Town of Boscawen Brownfields program. The Town of Boscawen will procure environmental QEP services in accordance with the requirements of the EPA terms and conditions of the Cooperative Agreement. The QEP will be selected according to criteria outlined in this RFP and will provide technical services to Town of Boscawen with respect to the remediation of the former Allied Tannery Site including: • Oversight of environmental remediation activities to ensure compliance with State regulatory requirements; • Preparation of Remedial Action Plan (RAP)/ Analysis of Brownfields Cleanup Activities (ABCA) (one document); • Preparation of Site-Specific Quality Assurance Project Plan (SSQAPP); • Prepare applications for any required permits; • Assist with coordination to ensure compatibility with Town redevelopment plans; • Assist with grant-related reporting to EPA; and, • Assist with community outreach.
