Specifications include, but are not limited to:Fleming County Fiscal Court seeks a qualified firm or individual to assist the county in various broadband planning activities including working with the Fleming County Judge Executive, and other stakeholders, to conduct a broadband feasibility study/analysis and create a strategic plan for future broadband implementation. The study/analysis will provide information that is crucial in broadband implementation planning. The plan will be necessary to document the need for broadband services, with specific locations identified, as the County moves forward to request financial assistance through available grants and loans. The Fleming County Fiscal Court was awarded United States Department of Agriculture, Rural Utilities Service federal funding in the amount of $125,000 that is committed towards completion of the project. Services provided by the firm or individual will be related to analysis and strategic planning related to broadband. Duties will include, but are not limited to, the following: The plan should include an assessment portion to identify the following regarding existing broadband assets; interactive mapping should be included with the written report: • Existing internet service providers (ISPs) • Served areas vs underserved/unserved • Availability of current broadband • Types of existing broadband (fiber, DSL, satellite, wireless, etc) • Speeds (both advertised and actual) • Affordability (pricing and packages that are offered at current) • Reliability The plan should identify and summarize ongoing efforts of various programs and funding to show what areas will be served under current and/or future obligation that have not been constructed to date. The firm should anticipate being able to identify what source of funding/commitment has been awarded/established, areas that will be served, deadline for completion, type of broadband to be installed, and by whom the service will be provided. These ongoing efforts include: • KYWired Initiative (Middle Mile routes into the county) • Rural Digital Opportunity Fund (RDOF) Awarded Areas • KY Deployment Fund Awarded Areas • KY Beter Internet Awarded Areas • BEAD funding if applicable • ISP Initiatives that are public
