Specifications include, but are not limited to: • The Contractor shall be responsible for the collection, transportation, and disposal of waste/garbage at designated locations in accordance with all local, state and federal laws. • The containers provided by the Contractor shall be equipped with workable lids and doors and be new or newly reconditioned at the start of service. The containers shall also be properly maintained and placed on level ground. Maintenance shall include: painting of containers and or removal of graffiti, properly functioning lids, properly functioning wheels on containers with such equipment, and any other preventative maintenance required to maintain containers in a condition acceptable to the State. • The Contractor is obligated to sanitize containers which shall include cleaning the interiors and deodorizing the containers as needed or at least once every three (3) months. Any compactor shall be removed from the premises and cleaned professionally as required by manufacturer, contractor or as requested by the State. • The Contractor shall spray each container for pests (bees and flies) from May until October, upon emptying on the regular pickup schedule if requested by the State. • All solid waste removed from the premises by the Contractor must be delivered to a certified landfill, or incinerator. • Pickup days scheduled by the State are mandatory. Any changes to pickup days require advance written approval of the agencies’ contract administrator or designee. Additional pickups may be required, however, no additional pickups for any area shall be allowed unless specifically requested and authorized by the contract administrator or designee. The Contractor shall, within 24 hours after being notified by the contract administrator or designee, make additional pickups. • The Contractor’s operators shall be responsible for the cleanup of all spillage that may occur during a pickup. The Contractor shall provide adequate supervision over the work being performed and will be held solely responsible for the conduct and performance of its employees and others involved in the execution of this contract. • Contractor shall maintain its pickup vehicles so that they do not leak excessive amounts of fluids on the grounds of the facility. The Contractor shall be responsible for cleanup of fluids that leak from its vehicles. • Where it has been determined by the contract administrator that the parking lot, or grounds, has been littered because of the collection of refuse, the Contractor will be notified and shall dispatch its employees to the building immediately to remove the litter. • Service personnel will be professional and courteous. It is preferred that service personnel wear uniforms provided by the Contractor. At a minimum, service personnel must have Contractor supplied identification badges.
