Specifications include, but are not limited to: a. Verify licensure of nursing staff by the State of Kansas. Nursing licenses must be verified by the State Board of Nursing in writing; b. Provide copies of CPR and/or ACLS certification for each nursing contractor employee assigned prior to furnishing of services by each employee; c. Provide proof of Abuse, Neglect, and Exploitation education and training regarding prevention of A, N, & E. Proof will be provided of all other state required educational offerings and trainings opportunities provided by the Contractor. d. Determination of at least one (1) year of clinical experienced related to services required; e. Applicant interview exploring work history; f. Ensure at least three (3) positive work references; g. Current health/T.B. and chest X-ray; h. Determine placement according to skill sets; i. Remain in continuous compliance with all recommendations as set forth by AN.A. (American Nursing Association), J.C.A.H.O. (Joint Commission on the Accreditation of Healthcare Organizations) and OSHA; j. Maintain a photocopy of driver's license and social security cards for all employees sent to work at the facility; k. Verify employment eligibility as it pertains to the Immigration and Reform Control Act of 1986 l. Submit invoices within 60 days of providing employees for shifts. Failure to submit timely invoices may result in a financial penalty of non-payment. m. Maintain the following records for each nursing contractor employee assigned and make those records available for inspection by the agency upon reasonable advance notice by the agency: Skill tests, skill inventory, references, job description, licenses, employment eligibility verification, CPR and/or ACLS, PALS, TB test dates/results, and a copy of the completed orientation checklist. n. If requested, provide a basic, general orientation of the requesting State of Kansas agency including pertinent policies and procedures to each contractor employee assigned to the agency in accordance with a checklist provided by agency, and signed by the contractor employee upon completion of the orientation. At the agency's option, it may provide the orientation. The contractor’s employee will be paid for the orientation based on the guidelines in this solicitation. o. No recruitment of agency clinical or medical staff employees. The Contractor agrees that it will not hire, employ, select, designate, or direct any of the State of Kansas Agency’s current or former medical or clinical employees until at least one (1) year has elapsed since the employee’s departure from the State of Kansas Agency’s employment. p. Exercise reasonable efforts to be cooperative with the agency regarding incidents to achieve appropriate resolution. q. Notify the agency at least four (4) hours in advance if it cannot fill a requested need. r. Provide its nurses with professional liability insurance of at least one million dollars ($1,000,000.00) per occurrence and three million dollars ($3,000,000.00) aggregate. s. Perform individual evaluations of nursing staff at completion of each shift worked, when requested by the State of Kansas agencies, or not later than after the provided staff has completed 20 shifts or 90 days of contract employment in a temporary position. Individual evaluation reports shall be accessible and acceptable to the requesting State of Kansas agencies. t. Have a mechanism, including a written report and follow-up, in place for handling the agency complaints about the contractor employee. u. Be recognized as the employer of all persons provided to the agency and will be responsible for the salaries of all such persons and any mandatory employer contributions and additional employee benefits. v. Notify the agency via written correspondence, fax, email, or phone, of the initiation of any action, of which it is aware, commenced for the purpose of suspending, revoking, or limiting a Health Care Personnel's w. license that is providing services to the requesting State of Kansas agencies under this agreement. A written description of the contractor's process will be available upon request. x. Bear the cost of drug testing all temporary employees before placement at the agency. y. Complete work tickets by each employee for each shift worked and obtain signature approval by the responsible requesting State of Kansas agency’s supervisor (DON or appointed designee) prior to departing each shift. All hours will be documented for that shift worked. If overtime is to be incurred, the contractor employee must obtain written approval from the responsible agency's supervisor prior to any overtime accruing.
