Specifications include, but are not limited to: 1.1 The qualified Contractor will provide all management, permitting, labor, equipment and materials necessary to perform storm debris removal and disposal. 1.2 The Contractor may be required to access private property to gain access to the streams. The Contractor is responsible for acquiring access permission for the properties; in the event that permission cannot be obtained, the Contractor will notify the City for assistance to gain access. Any property damaged or distributed in the performance of this work is to be restored to the initial condition by the Contractor. 1.3 The City will provide maps documenting the locations of the blockages to be addressed. The Contractor may identify additional areas that require stabilization to safeguard public infrastructure or private property; these areas shall be logged and brought to the attention of the City prior to commencing removal or stabilization work. 1.4 The Contractor must observe all OSHA, Federal and State regulations / guidelines regarding working on the project including, but not limited to DEQ and USACE permitting. 1.5 The Contractor will be required to comply with all FEMA, NRCS, and other reporting requirements as required by the City in order to ensure reimbursement documentation requirements are met. 1.6 Natural streambank stabilization practices will be utilized where necessary and existing, stable trees shall not be disturbed without specific approval by the City. 1.7 Stumps that are intact and undisturbed in the banks of the streams may be permitted to remain. 1.8 Trees may be cut off, if necessary, and the stumps left to stabilize the streambank, as well. 1.9 Streambank clearing shall be minimized and undertaken only to the extent necessary to clear debris and stabilize the channel. 1.10 Access points to channels shall be limited to the minimum numbers necessary for the completion of the work. 1.11 To the maximum extent possible, equipment should not be employed in the stream channel bed. 1.12 All debris and spoil material will be removed from the floodplain by the Contractor. 1.13 The Contractor will revegetate all disturbed areas by reseeding or replanting with native plant species which will stabilize soils and benefit fish and wildlife. The Contractor will provide revegetation plan to the City for approval prior to commencing work.
