• Prepare IRule compliant Site Investigation Work Plan and Site-Specific Quality Assurance Project Plan (SSQAPP) for a Phase II ESA for EPA and VTDEC review based on the identified RECs of the Phase I ESA. The selected firm will respond to EPA and VTDEC comments and perform SSQAPP/Work Plan revisions as needed. • Conduct Phase II ESA: The selected firm will undertake field work specified in the SSQAPP/Work Plan. Assessment of potential subsurface contamination, potential releases from the former USTs, unsecure drum, and floor drain system to the subsurface, and potential vapor intrusion into Site buildings will be included in the work scope. All laboratory data will be validated according to EPA Region 1 Brownfields Quality Assurance requirements. • Draft and Final Phase II ESA Report: The selected firm will prepare a draft report for distribution to CVSWMD, CVRPC, VTDEC, and EPA. Following review by CVSWMD, CVRPC, VTDEC, and EPA, comments or questions will be addressed in a final report to be submitted to CVSWMD, CVRPC, VTDEC, and EPA. The draft and final reports must fully comply with §35-306 of IRule.
