Specifications include, but are not limited to: establish contracts with one or more companies that can provide subject matter expertise to update and enhance the findings and conclusions of a 2011 study on the local exchange telecommunications tariffs, permitted pursuant to 30 VSA 7055, that are currently in place in Vermont. The 2011 study is included in Attachment 7.5 of this RFP. The update must include an analysis of the current costs for the service elements as compared to the actual costs to originating carriers; and a comparison of the tariffs to similar charges in other states with a statewide 911 system and/or similar-scaled system(s). The successful bidder will identify any new data sources and update the 2011 datasets. Bidder will conduct an analysis of the updated data and compare the new analysis to the 2011 report. Bidder will also conduct an assessment of the methodologies used in the 2011 study to identify and correct any gaps in the analysis that the Board should consider. Bidders should anticipate a draft report will be due 90 days after contract execution, with a final report due within 120 days of contract execution. The Board will cooperate in all aspects of this study to the extent that it may have information that would be useful to the Contractor, including historical tariff payment data.
