Scope of Work The selected consultant will be responsible for the following tasks, as outlined in the NHDES grant application: Task 1: Kick-Off Meeting • Conduct a kick-off meeting to introduce key staff and personnel to the project. • Review project goals, tasks, and deliverables. • Invite NHDES representatives to attend the meeting. Task 2: Data Compilation and Mapping • Develop a town-wide dataset and maps showcasing hydrologic features. • Provide a summary report of the mapped data and a set of maps in electronic GIS formats. • Themes of maps to include drinking water sources, protection areas, development areas, contamination sources, and surface water features. Task 3: Review NHDES Model Language and Draft Ordinances • Draft or revise ordinances based on NHDES guidance, focusing on resource management and protection. • Specific ordinances may include drought restrictions and building code requirements for private wells. Task 4: Draft Initial Management Plan • Develop a Water Management Plan in coordination with the Amherst Water Resources Committee. • Include maps, tables, and policies to ensure long-term groundwater and drinking water protection. Task 5: Public Comment and Presentation • Conduct a public hearing for the Draft Management Plan to gather input. • Adjust the plan based on public feedback and deliver updated electronic files.
