The State of North Dakota, acting through its Department of Commerce, Workforce Development Division (the STATE) is soliciting proposals for an experienced evaluator, economic or workforce specialist and/or firm to (i) conduct a statewide employer survey; (ii) evaluate and map the structure of the State’s workforce system; (iii) provide recommendations to improve such programs and services; (iv) identify opportunities for local workforce related entities to link into the State’s workforce strategies; (v) identify legislative recommendations to be considered by the Workforce Development Council (WDC), (vi) facilitate strategic planning for the WDC to produce a statewide strategic plan; (vii) support Workforce Innovation and Opportunity Act (WIOA) core programs in developing a plan to implement an information management system; and (viii) assist the WDC in identifying innovative investments for WIOA set-aside funding.
