Specifications include, but are not limited to: The State is seeking to contract for professional services from a qualified health benefits consulting and actuarial services firm (Bidder). The successful Bidder will provide strategic cost containment professional services related to overall design, selection and ongoing administration of the Employee and Retiree Health Benefit Plan in order to maintain the highest level of benefits while adhering to state and federal laws and collective bargaining agreements. This includes continual review of the needs and objectives of the State relating to health benefit plan design, financial modeling, funding, implementation and research and technical services, procurement and contract renewals, and ensuring plan compliance. The selected bidder will also assist and coordinate in the procurement of other key services and/or programs at the State’s discretion, including but not limited to group life insurance, dental insurance, FSA/HRA administrative services, wellness and member navigation and advocacy services. A detailed scope of work, assignment of professional staff, and service expectations will be required as a condition of execution of a final contract. Section III: Required Services and Contract Terms outlines the mandatory minimum services the successful Bidder must provide.
