Specifications include, but are not limited to: The tasks outlined below are needed to support the implementation and administration of the following federal grant programs by the OBO: Tasks: 1. Work with OBO to implement a proposed solution to administer the federal grant programs listed below: a. American Rescue Plan Act (ARPA) Capital Projects Fund [Broadband Deployment Program] (Task 2f-i). Approximate subgrantee budget is $150 million; approximate duration: 2024 – 2026. b. Broadband, Equity, Access, and Deployment Program [BEAD] (Task 2a-2i). Approximate subgrantee budget is $656 million; approximate duration: 2025 – 2030. c. State Digital Equity Capacity Grant Program [DE] (Task 2a-2i). Approximate subgrantee budget is a percent (to be determined) of $9.9 million initial allotment, with two more years of allotment between $5 to $10 million per year expected; approximate duration: 2025 – 2029. d. The grant programs and budget are currently being developed. 2. Using project management best practices (PMI PMBOK framework), document and implement a broadband federal grant management plan: a. Work with OBO to develop a grant application that is independent from the state’s information technology (IT) system. b. Work with OBO to post the grant application on the Agency’s website. c. Work with OBO to develop a process to share information with potential applicants about the program and the grant application. d. Receive and verify applications.
