Specifications include, but are not limited to: • Complete National Environmental Policy Act (NEPA) studies and preparation of all the NEPA documents. • Participate in extensive public outreach efforts. • Determine maintenance needs and perform life-cycle cost analyses for various open versus closed alternatives, giving consideration to implications including heating, ventilation, and air conditioning (HVAC) needs and systems, emergency access, development of a tunnel asset management program, etc. • Provide preliminary and final design services in accordance with Department practices and procedures. • Prepare construction plans utilizing the latest technology, best practices of 3-Dimensional Computer-Aided Design and Drafting (CADD), and any other Department requirements. • Complete additional tasks related to the preparation of Plans, Specifications, and Estimates (PS&E) submittal, which may include topographical survey, utility coordination, right-of-way research and plan preparation, traffic management plans, technical reports, quantity calculations and cost estimates, specifications development, technical reports, and contract timing. • Provide support services during contract advertisement, bid analysis, and the construction phase, which may include reviewing shop drawings, attending progress meetings, and answering questions from construction staff and contractors.
