Specifications include, but are not limited to: This request for bid is for the purchase of an Extended Life Concentrated Motor Oil Additive System designed to protect vehicle engines under adverse operating systems. Any concentrated motor oil additive must meet the following specifications: 1. An increase in the end point (minutes) by Thin Film Oxidation Uptake Test (TFOUT), ASTM D4742 for API SN/ ILSAC GF-5 motor oils by a minimum of 75% on average when the oil additive is used at the recommended treatment level. The 75% increase would be based on a random sampling of motor oils with at least ten different motor oils used in the evaluation. 2. An increase in Total Base Number (TBN) as measured by ASTM D2896 by 2 ml 0.1NKOH when the additive is used at the recommended treatment level in an API SN/ILSAC GF-5 motor oil. 3. A demonstrated reduction in deposit formation by the TEOST MHT-4 method. 4. The additive will not include any components considered harmful to the environment such as chlorinated or lead-based compounds.; Item # 2: This request for bid is for the purchase of a Performance Fuel Additive that must meet the following specifications: 1. Basic Nitrogen Content by ASTM D2896: The basic nitrogen content is measurement of the amount of amine-based dispersant present in the fuel additive assuming the basic component (amine) of the additive is from the dispersant. The minimum basic nitrogen content derived from the amine-based dispersant will be 0.13% or greater by ASTM D2896. The concentration of amine-based polymeric dispersant should also be at a level which would bring the gasoline into the ‘Top Tier” performance category. 2. Supporting No Harm Data: Product must hold a no harm claim of the fuel additive toward fuel system components, oxygen sensors and catalytic converters. No harm data will also have to be available for the presence of the fuel additive in the crankcase and other portions of the engine in contact with motor oil since blow-by can result in a portion of the additive combining with the motor oil during a drain interval. 3. Fleet Evaluation: A fleet study of 150,000 mile minimum with both control vehicles with gasoline containing no fuel additive and vehicles with the fuel additive. The fleet study will show significantly lower intake valve deposits and reduced emissions with the vehicles using the additive in the gasoline relative to the control vehicles with no additive.; Item # 3: This request for bid is for the purchase of Transmission Flush kit to include a transmission cleaner, synthetic transmission fluid, and transmission conditioner. 1. Total Transmission Flush Kit must be a mineral oil based full synthetic automatic transmission fluid capable of covering all current Asian, Ford, General Motors, Mopar and Allison applications, including TES295 and TES365. It should contain anti-foam ingredients, approved transmission additive technology, and be capable of rating a 1a or 1b on ASTM D-130 Copper Strip Corrosion Test (3 hours at 300o F). Must show a minimum value of 80 minutes or greater measured by PDSC ASTM D-6186. Minimum Flashpoint (ASTM D-92) between 385o – 400o F, and a NOACK Volatility, 5 Loss of no greater than 2.0% as measured by ASTM D-2800 test. 2. Total Transmission Flush Kit must include packaging for the Full Synthetic fluid in 16-quart recyclable cardboard containers. Containers must also contain the transmission cleaner and conditioner within the same packaging. 3. A mineral oil-based transmission cleaner capable of dissolving and dispersing organic deposits resulting from transmission fluid breakdown. Minimum Flashpoint (ASTM D-92) between 130o – 150o F and a base number (ASTM D-2896) of at least 0.30 mg KOH/g
