Specifications include, but are not limited to: Deschutes County Health Services, Behavioral Health Division (DCBH) is seeking one (1) contractor to build and operate a class 1 Secure Residential Treatment Facility (SRTF). Proponent must be able to buy the land and only serve individuals under Civil Commitment. DCBH will provide a one-time contribution toward costs in the lump sum of $2,000,000. The proponent will be expected to enter into a twenty (20) year commitment with DCBH to build and operate the SRTF. If selected proponent is unable to fulfill the commitment, they will have an option pay back the $2,000,000 contribution at an agreed upon and pro-rated amount. Proponent shall be expected to start delivering services no later than April 1, 2026 or eighteen (18) months from award date, whichever comes first. The delivery of services date may be modified if circumstances creating delays arise outside of proponent’s control, in which case, proponent will show cause and submit reports of expenditures to date. All delays must be agreed to in writing by DCBH.
