Specifications include, but are not limited to: The City of Casa Grande requests Statements of Qualifications (SOQs) for professional services relating to completion of an Affordable Housing Plan. The consultant will be responsible for preparing an Affordable Housing Plan to include the following items: 1. Housing Need Assessment: Evaluate the current housing market and economy to determine the factors affecting housing costs and types. 1.1 Data Collection and Analysis: Collect data related to current housing markets, housing stock, building permits data, rental properties, multifamily units, and demographics related to employment, family size, income, education, and employment status. Collect current and forecasted economic data such as wage ranges, unemployment and employment data, commuting trends, and employer economic outlook. 1.2 Outreach: Conduct interviews with local government officials and business leaders to gather information on current housing market trends. Conduct surveys with employers to gather information related to topics such as employee’s current housing location, length of employment, housing cost burden, housing issues such as overcrowding, substandard, and age of housing structure. Conduct two (2) public meetings to seek community input related to housing needs. The first meeting will be held during the data collection process and the second one will be held after the analysis has been completed. The meetings will be used to gather comments and have an open dialogue on residents’ needs. It is critical to include residents’ input and share the results of the Action Plan. Page 6 Conduct two (2) study sessions to present the Affordable Housing Plan with the Planning and Zoning Commission and City Council. 1.3 Housing Market Demand and Gap Analysis: Collect all available housing data to evaluate the rental and owner-occupied housing markets. Evaluate current housing products and housing supply (single family homes, multi-family homes, manufactured homes, build to rent, subsidized housing) for occupancy, vacancy, values, rent, housing cost burdens, overcrowding, substandard housing, and housing trends.
