The State intends to make a noncompetitive purchase for Goalbook Toolkit to promote educator best practice integrating and aligning the three-part process of identifying student present levels of performance, creating standards-aligned IEP goals, and identifying UDL strategies to support students in achieving their goals. Goalbook Toolkit is a resource designed for special educators, coaches, and service providers for use throughout the special education process from developing higher-quality IEPs to the delivery of more effective differentiated instruction. This includes annual access for up to 1,380 special education staff members, technical support and training, and up to four (4) days of professional development and training. Goalbook Toolkit meets the standards of research and evidence aligned to the federal Every Student Succeeds Act of 2015, and supports schools, districts, and states of any size to make evidence-based, data-driven decisions that also comply with federal reporting requirements.
