As part of this project, the successful Proposer must appoint a Project Manager (PM) that must act as a single point of contact between WisDOT and the successful Proposer. Project management must be a key responsibility of the successful Proposer, and an ongoing function. The PM must be an employee of the successful Proposer and authorized to represent the successful Proposer in all matters related to the project. The successful Proposer’s Project Manager assigned to the WisDOT project must have the authority to make commitments and decisions that are binding on the successful Proposer and any subcontractors. The Proposer must submit a detailed Baseline Schedule. At a minimum, the initial Baseline Schedule must include the activities and milestones needed to transition RWIS station polling to the proposed new system, and test and verify station polling quality.
