Specifications include, but are not limited to: 4.1 Maintenance/Inspection: It will be a requirement to perform Periodic Inspection(s) every 92 days as needed, in addition to two (2) annual inspections and a three (3) year inspection (368, 368, 1104). Each locomotive shall be inspected at each periodic inspection to determine whether it complies with Title 49 CFR part 229. The interval between any two (2) periodic inspections may not exceed 92 days. Inspections must conform to all requirements of the Federal Railroad Administration’s Motive Power and Equipment Compliance Manual and regulation Title 49 CFR part 229- Railroad Locomotive Safety Standards. Customized Inspection Reports shall be required at the completion of each inspection and must match itemized invoices. All respondents will be required to submit a sample inspection report with their proposal. Reports are to include the maintenance items that are required (per Title 49 CFR part 229) and applicable to each locomotive. (DO NOT include items that are not applicable or relative to the two locomotives being maintained) In addition, inspection reports should include any other recommended, but optional, service or maintenance items. Readings and conditions should be noted where appropriate. (wheel measurement and conditions, side bearing clearances, any torque specifications, megger readings, etc.) 4.2 Repair: The second required service under this contract is to address any potential repair items on an on-call/ as needed situation. Potential scenarios are outlined below, please indicate your approach and applicable experience in your proposal. Pricing shall include parts, labor, and expenses. 1. Load box testing 2. Replace brake shoes 3. Replace air compressor 4. Traction Motor Replacement 5. Radiator Replacement 6. Wheel replacement 7. Turn and profile wheel 8. Replace Water pump 9. Replace headlights 10. Replace couple 4.3 Customer Service: Response time is critical, and evidence must be produced reflecting the ability to meet the service needs. Technical support is required 24/7, with 24-hour response time for non-emergency service needs, two (2) hours for emergency needs. Contractor is responsible to provide their own blue flag protection during any maintenance, service, or repair.
